Symptoms
PS solver doesn't respect "Firm Start Date" constraint setup for the first operation in the routing but respects the "Firm Start Date" constraints for other operation in the routing.
Steps:
1. Setup a routing with multiple operations - 10, 20 through 100
2. Setup firm start date constraint for Operations 10, 40 and 80 and define the firm start date for each operation
3. Create a work order and solve the model
4. Observe PS doesn't respect firm start date constraint for operation 10 but respects firm start date for operations 40 and 80
