Transformation Promotion fails with the Error 'ORA-06508: PL/SQL: could not find program unit being called' (Doc ID 2938577.1)

Symptoms

On Oracle Life Sciences Data Management Workbench (DMW) 3.1.0.3 version,

When attempting to promote a transformation from Development to QC lifecycle,
the following error occurs:

ERROR

"DMW-###: Could not compare metadata because of error retrieving local Development metadata in DMW. Error: ORA-06508: PL/SQL: could not find program unit being called".


STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Reload metadata after InForm UAT re-deployment.
    Both metadata reload and data loading in Development Lifecycle are completed successfully.
2. After version upgrade in Development Lifecycle, try to promote the transformation to QC lifecycle..
3. Checkout the transformation in Development lifecycle and re-install it.
4. Attempt to promote the transformation from Development lifecycle to QC lifecycle.
