After Installing P4P, Unable to Access to P4P Portal, RemoteContainer Service Stops, Reinstall ODAC Fails with Error: PRVG-1901 (Doc ID 2938598.1)

Symptoms

Agile Product Lifecycle Management for Process (P4P) application portal home page http://{server_name}/portal is not accessible after installing P4P 6.2.4.
Find RemoteContainer service stops soon after starting.
Try to reinstall Oracle Data Access Components (ODAC) and gets below error:

Error

PRVG-1901 : failed to setup CVU remote execution framework directory "C:\Users\{user}\AppData\Local\Temp\CVU_19.0.0.0.0_svcplmp4_appuseroci\" on nodes "{node}"
Please select a different work area for the framework
{node} : PRKN-1014 : Failed to execute remote command "C:\Users\{user}\AppData\Local\Temp\CVU_19.0.0.0.0_svcplmp4_appuseroci\\exectask.exe" on node "{node}".Failed during connecting to service
{node} : Failed during connecting to service


Steps

The issue can be reproduced at will with the following steps:

  1. Access to P4P Portal http://{server_name}/portal, and fails to connect to the page.
  2. Go to Windows Service console, and start RemoteContainer service, and see it stops soon after restart.
  3. Logon to Windows server as Administrator user.
  4. Run ODAC Oracle Universal Installer (OUI) installer to reinstall ODAC.
  5. On Specify Oracle Home User, select "Use Existing Windows User", and select the Windows account, and Next
  6. Move on, and gets error in the installer:
    PRVG-1901 : failed to setup CVU remote execution framework directory "C:\Users\{user}\AppData\Local\Temp\CVU_19.0.0.0.0_svcplmp4_appuseroci\" on nodes "{node}"
    Please select a different work area for the framework
    {node}: PRKN-1014 : Failed to execute remote command "C:\Users\{user}\AppData\Local\Temp\CVU_19.0.0.0.0_svcplmp4_appuseroci\\exectask.exe" on node "{node}".Failed during connecting to service
    {node}: Failed during connecting to service
  7. Go back, and try selecting Windows Built-In Account, and Next
  8. Move on, and gets the same error in the installer.
