How to Handle Discount without Bundling Product and Discount? (Doc ID 2939090.1)

Goal

Customer cannot bundle products and discounts as pricing catalog/bundling is handled outside of Billing and Revenue Management (BRM).
Please suggest how to achieve the expected behavior below:

Current behavior:
Feb 03 Product A purchase - Cycle Forward 10$ from Feb 03 to Feb 28
Feb 15 Discount purchase ===> prorate discount applied to Product A
Feb 20 Product B purchase - Cycle Forward 5$ from Feb 20 to Feb 28 - the
discount is being applied to the charges for product B


Expected behavior:
Feb 03 Product A purchase - Cycle Forward 10$ from Feb 03 to Feb 28
Feb 15 Discount purchase ===> NO prorate discount applied to Product A
Feb 20 Product B purchase - Cycle Forward 5$ from Feb 20 to Feb 28 - the
discount is being applied to the charges for product B
