Sub-balance periods (valid_from and valid_to) create an overlapping period after changing cycle to long cycle.

How to reproduce:
1) On Jan 1. Create account with phone service and DOM=1.
2) On Jan 1. Purchase offerings for international LD minutes.
3) On Jan 2. Create First Bill (PIN Bill NOW)
4) On Jan 15. Change DOM to 4 and purchase another offering for international LD minutes.
5) Run billing for Feb, March, and April.
6) Check sub-balance periods for the offering purchased on Jan 1.
7) Check sub-balance periods for the offering purchased on Jan 15.
