Steps to Reproduce this issue

1. create acc with base bundles:NOMT-124, NOMT-R01, NOMT-RCC
2. Start usage from roaming zone ZS0
3. 102.4 MB of SAZS0D will be granted. Consume it in below order:

U1, GSU 10MB
U2, USU 10MB, GSU 10mb----total used 10MB
U3, USU 10MB, GSU 10mb----total used 20MB
U4, USU 10MB, GSU 10mb----total used 30MB
U5, USU 10MB, GSU 10mb----total used 40MB
U6, USU 10MB, GSU 10mb----total used 50MB
U7, USU 10MB, GSU 10mb----total used 60MB
U8, USU 10MB, GSU 10mb----total used 70MB
U9, USU 10MB, GSU 10mb----total used 80MB
U10 USU 10MB, GSU 10mb----total used 90MB------80% breach notification for
current bal 12.4mb
U11 USU 10MB, GSU 2.4mb---total used 100MB------80% breach notification again
for current bal 2.4mb
