Symptoms

While a session is initiated, it leaves a residual which is less than beat value, while expected is that consumption should happen till 0.

Even this residual amount cannot be consumed in new session as well.

Steps to Reproduce this issue:

1. Charges defined for Zone 5 is 10.07 Euro/MB with charge interval of 50 KB.
2. RCCLimit bucket is having 50 Euro.
3. Session is initiated, where it is impacting RCCLimit in every update.
4. After terminate, there is a residual left (-0.338379), which can't be consumed.

Expected is that, residual should not be left & to be consumed till 0.

The issue exists for non-currency buckets as well (data/volume related buckets).
