AIAinstallProperties - MDS Import is not getting Reflected Even After Restart

Goal
The user has upgraded Application Integration Architecture (AIA) environments from 12.2.1 to 12.3 and Fusion Middleware (FMW) from 12.2.1.3 to 12.2.1.4 using in-place upgrade for one instance. The user was able to upgrade successfully in one instance.
For all environments, the user noticed that after running domain reconfiguration, the content of /apps/AIAMetaData/config/AIAInstallProperties.xml Metadata Services (MDS) is intact. For the latest upgrade of a stage environment, noticed that, after running ant tool to update AIA metadata (step "Updating AIAInstallProperties.xml to MDS" from Doc ID 2846915.1), the changes are not effective for both Service-Oriented Architecture (SOA) servers in the cluster (Somehow missed AIAInstallProperties.xml file during in-place upgrade based on the KM article).
When updated MDS with the AIAInstallProperties.xml, composites are not able to get the content from the AIAInstallProperties.xml. Later executed AIAreload composite to reload the AIAInstallProperties.xml from MDS, the same got effected in one node and there is no change in the node 2. Post node 2 restart, file got reflected.
While performing the same in another instance, somehow files got missed. To resolve it, the user tried to load the files in MDS. In node 1, the user was able to see the latest file. In node 2, the user did not see the same. Post node restart, then user is able to view the same. For testing purpose, restarted entire cluster and observed old xml (AIAInstallProperties.xml) got loaded instead of new one.
