Goal

Is there a way to configure a Oracle Middleware load balancer for the TMS application instead of using the existing Cisco Load Balancer?

Middleware load balancer should be able communicate between servers so it always sends a 50/50 load to both apps servers (and in case one server goes down then the load will be sent to a working one).
