RMS Does Not Populate DEAL_ITEM_LOC_EXPLODE Table for Warehouse (Wh)

Symptoms
When you create deals for a specific Item, RMS populates the table DEAL_ITEM_LOC_EXPLODE with the configured Warehouse (Wh).
Steps to Reproduce
-----------------------
1. Create a deal for one Item.
2. In the organizational-level field, select a Chain <CHAIN_VALUE_1>.
3. See data in the DEAL_ITEM_LOC_EXPLODE table.
4. No Wh is found in the table even though all the Wh's are configured to Chain <CHAIN_VALUE_1>
