Previously Created Queues Cannot Be Seen In The UI Anymore (Doc ID 2943461.1)

Recently certification is enabled and then after we could not access the existing queues and alerts in CS

Steps to reproduce the issue:
Step1: Create new custom queue and Make F_ACTIVE column as 'N' for all queues created by system in fcc_queue table
Step2: Restart the Weblogic
Step3: Login to application as queue admin
Step4: Verify the queues list

Expected Behavior:
All new custom queues created to be shown in the queue list

Actual Behavior:
No custom queues are visible in queue lists
