Issue With "INDEX / MARGIN RATE CHANGE" Transaction Posting For Line Accounts (Doc ID 2944680.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Issue with "INDEX / MARGIN RATE CHANGE" transaction posting for Line accounts. Bank unable to post the transaction.

EXPECTED BEHAVIOR
-----------------------
System should be able to post the transaction

STEPS
-----------------------

1. Fund a Line account (backdated to 2022) where First Payment date is 15 (in a month) and prebill days = 15.
2. Bring the account till current date (04/01/2023). Note the last bill ran on 03/31/2023 for Due Dt - 04/15/2023.
3. Post "Index/Margin Rate Change" transaction on account on 04/01/2023.
4, Verify system posted the transaction
