Symptoms

ACTUAL BEHAVIOR

Reschedule Bill Cycle Transaction is not updating Cycle Based Fee Frequency

On particular Account, Before Reschedule Bill Transaction, Fee Frequency on FCBL was Yearly (as the billing cycle of Account itself was Yearly)

Now, User posted Reschedule Bill Cycle transaction on the account and provided CHANGE CYCLE-BASED LATE FEE FREQUENCY and CHANGE CYCLE-BASED COLLECTION LATE FEE FREQUENCY = YES

Due to this issue, user is not able to move this account to Another Monthly Parent Account because, AFE_PMF_FREQ_CD is not matching.


EXPECTED BEHAVIOR

User expectation was that system will update AFE_PMF_FREQ_CD = Monthly for the account. But that is not happening.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Select an account for which Fee Frequency on FCBL was Yearly (as the billing cycle of Account itself was Yearly).
2. User posted Reschedule Bill Cycle transaction on the account and provided CHANGE CYCLE-BASED LATE FEE FREQUENCY and CHANGE CYCLE-BASED COLLECTION LATE FEE FREQUENCY = YES
3. System should update AFE_PMF_FREQ_CD = Monthly for the account. But it did not.

The issue has the following business impact:
Due to this issue, users cannot have the changes of Cycle Based Fee Frequency for accounts while passing through the Reschedule Bill Cycle Transaction.
