WBS Sheet Performance Decrease When Adding Data (Doc ID 2945363.1)

Symptoms

When updating the Work Breakdown Structure (WBS) Sheet with the Object Breakdown Structure (OBS), Funding Type and WBS Type data it takes a longer than expected for each piece of data to load and save. For example, when selecting the WBS Type it will take 10-15 seconds to populate, and then Save button to become highlighted, for users to move onto the next field to populate. This can take a long time for users when they have various fields to populate.

EXPECTED BEHAVIOR

Data to load in a timely manner.

The issue can be reproduced at will with the following steps:

1. Navigate to the WBS Sheet and edit it
   
2. Add the WBS Type
   
3. Notice that this take approximately 10 - 15 seconds to populate
4. Add other items like: OBS, Funding Type, WBS Type
5. Notice that each of them take a similar amount of time to load
