On : 23.1.2.0 version, Financial Aid Admin System

ACTUAL BEHAVIOR

 When updating 2023-2024 baseline configuration to SFP Test instance and validating the packaging fund eligibility.It is not triggering for 2023-2024 Aid year.
COA showing the calculation done for 2024 for FOUN. This should not be included as there is no FOUN document exists for 2024:

 When updating 2023-2024 baseline configuration to SFP Test instance and validating the packaging fund eligibility.NFR fund eligibility should calculat properly

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In SFP,
2. Update 2023-2024 baseline configuration to SFP Test instance> RunGroovy Script for FOUN document for 2024(Groovy Code for founeligibility2024 groovy)
3.Validate the packaging for student
