In the Interactive Production Environment There Are Issues with Transaction Assignments (Doc ID 2946451.1)

User 20002 found a transaction in assignments which were not chosen and were originally assigned to group 8004. Following the request of the business people, the transaction was assigned to group 8007. User 20001 worked it and saved it. When user 20001 wanted to submit, the transaction in those assignments could not be found. The transaction is returned to the original user 20002.

Please answer the following questions.
1-Why did the transaction land in user 20002's box the first time?
2-Why was the transaction returned to the original user?
