Unable to Edit Registration Point Characteristic Values(portal Zone-C1-REGPTCHAR)

For the Registration point characteristics portal, a base Zone was plugged-in to maintain the char list. We can able to add a char value for the new record but are unable to modify values for existing records. The same functionality is working in USD and other client environments but not working in the PGW environment. The version being used in PGW is Oracle Utilities Customer Care and Billing V2.8.0.0.0 118 000.

Expected the Registration Point Characteristic Values(portal Zone-C1-REGPTCHAR) should be edited.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Able to add char value for new records but unable to modify values for existing records
Market registration number: 58167830
Registration point chars:
Able to see the char value.
2. Click on maintain registration point characteristics:
3. For the first time it is working fine, but if we want modify the value again, the screen is
not working properly, Value is not working properly, Value is not editable.
