EBS-PS: WIP Mass Load Concurrent Request Ends in an Error "System Cannot Add Resource Because Requested Schedule_Seq_Num Has Already Existed or Less Than or Equal to 0" During PS Publish Process (Doc ID 2947647.1)

Symptoms

When attempting to publish PS Model, the following error occurs in WIP mass load concurrent request

"System cannot add resource because requested schedule_seq_num has already existed or less than or equal to 0"

The issue can be reproduced at will with the following steps:

1) Setup parent and component items (GP-FG-ALT1 & GP-CP-ALT1)
2) Setup machine and crew resources (GPMC2, GPCR1 & GPCR2)
3) Setup department (GPDEPT1) and add the resources
4) Setup routing and define primary set of resources as (GPMC2, GPCR1) and alternate resources as (GPMC2, GPCR2)
5) Create discrete work order
6) Run collections
7) Create & launch PS plan
8) Open PS model
9) Reschedule operation from GPCR1 to GPCR2, approve and publish
10) WIP mass load completes with a warning and error messages in the output
