PCM_OP_BILL_MAKE_BILL_NOW Failing During Parent Account Call (Doc ID 2947981.1)

PCM_OP_BILL_MAKE_BILL_NOW is failing for parent account as it is unable to find BILLINFO_OBJ in the input flist.
The BILLINFO_OBJ are not coming in op_act_usage input flist for parent account. But in case of non-payee child account the BILLINFO_OBJ is getting populated in op_act_usage input flist.

The issue can be reproduced at will with the following steps:
1. Create a account with Parent and child hierarchy with some charges
2. call PCM_OP_BILL_MAKE_BILL_NOW OPCODE.
