Expected Behavior

The plan should not offer reschedule recommendations for any firmed orders

Steps to Reproduce

Responsibility: Advanced Supply Chain Planning

Navigation: Supply Chain Plan > Workbench

Query firm supplies for an item and observe the 'Reschedule' Actions
