Be Able To Choose Host On PMFService - StartWorkflowProcess Rest Requirement (Doc ID 2948606.1)

Goal

During CS RT analysis we are identifying some issues in the CS RT process. The request to:
http://HOST:PORT/FCCM/rest-api/v1/PMFService/startWorkflowProcess is inheriting the HOST:PORT from the request to FCCM, either: http://HOST:PORT/FCCM/rest-api/RTScreening/RTScreeningRestService/service/IndividualScreen or http://HOST:PORT/FCCM/rest-api/RTScreening/RTScreeningRestService/service/EntityScreen
so if the request has arrived through a Load Balancer or a OHS server then the PMF Service is also going to the outside network, instead of calling directly.

We would like to have the freedom to chose the HOST:PORT of the PMFService/startWorkflowProcess endpoint.
