CNE: Mismatch Between GSU And Active Reservation

Symptoms
Scenario is like this:
A customer is having 850 KB of balance, in the 1st update request 750 KB is consumed while in the 2nd update 20 KB is consumed. The beat is configured as 50 KB. The active reservation comes as 50 KB because of the beat configuration, but the Granted Service Unit is coming as 80 KB which is incorrect.
Steps:
1. Create a customer with 2 GB roaming promotion.
2. Perform roaming rating until the balance is 850 KB.
3. Now Pass 750 KB of usage and then 20 KB
4. Active reservation comes as 50 KB while GSU is 80 KB.
