Goal

With the Item_t → effective_t set to 01st Mar 23 00:00, invoicing (pin_inv_accts) of Mar 23 (the March cycle bill) doesn't consider/include payments made on 01st Mar 23 00:00 hrs.

However, when the effective_t is updated to 01st Mar 23 00:01 hrs, this payment is considered in the Invoicing.
