OFSAA DIH EDD Not Showing in Designer After Saving

Symptoms
On DIH 8.1, in the DIH Designer Window, the External Data Descriptors (EDD) are showing only under Source EDD after saving even after creating under Target.
EDD shows count 0 after creating new EDD under Target.
The issue can be reproduced at will with the following steps:
1. Navigate to DIH Designer
2. Create new data file EDD after clicking Targe and Save. (UI gives a confirm Saved)
The EDD is expected to show under Target EDD as this is where it was created.
