Web Client Home Page Buffers When User Logs in and Shows a Close Button after a Few Minutes

Symptoms
After RUP 21 upgrade when users login to Web Client, Home page keeps buffering/spinning for a long time and at the end a Close Button is displayed which remains there on the Page.
The issue can be reproduced at will with the following steps:
1. Perform JDK Upgrade.
2. Perform FMW Upgrade from 12.2.1.3 to 12.2.1.4.
3. Apply 9.3.6 RUP21.
4. Run Averify.
5. Startup Appserver(s)
6. Login to Web client : http://<FQDN>:<port>/Agile/PLMSerlvet.
7. The Home page buffers and shows 'Close' Button after a few minutes.
8. All the other operations work well.
