Billing Is Failing In PCM_OP_RATE_DISCOUNT_EVENT After Upgrading To 12 PS8 (Doc ID 2951474.1)

Symptoms

On : 12.0.0.8.0 version, Core Billing

Billing is failing in PCM_OP_RATE_DISCOUNT_EVENT while reading discount poid. User noticed that discount poid is updated with poid of balance group in PS8. In the customization reading obj of discount poid, which is giving below error, because of discount poid is invalid.

The issue can be reproduced at will with the following steps:
1. Upgrade to PS8 from PS3
2. Create an account with an existing Billing Time Discount
3. Move the pvt next billng cycle and run the billing
