Updating Consumable Percentage of Connectivity Fails with : "Cannot change consumable percent since riders are riding this connectivity" (Doc ID 2951802.1)

Symptoms

When executing update on Connectivity to increase consumable percentage the following error is thrown: "Cannot change consumable percent since riders are riding this connectivity".

Consider the scenario for an existing connectivity which is enabling other connectivities, trails:
- Connectivity TOTALAMOUNTPROVIDED is 10000 Mbps, the consumable percentage is set to 2000.
- Connectivity is consumed by 211 Riders having AMOUNTCONSUMED=1000 Mbps each one.

The problem appears due to the fact that the sum of the AMOUNTCONSUMED of all the riders (211000 Mbps) exceeds the 2000% of 10000 Mbps (Connectivity Bandwidth).
When tried to increase the consumable percentage in UIM UI - the stated error prevents the change

The requirements are:
1- To make consumable percent configurable by system integrator at a later point of time than at connectivity create
2- Solve visualization issue when opening the "Riders" list: In case of high number of riders - the system crashes and returns a blank page.
