Scenario:

Set the below business parameters:
apply_charge_on_inactive_or_cancel_product = 1
config_billing_delay=1
In Pricing Design Center (PDC), create a charge offer --> monthly cycle forward --> 'Stop Charging' = 'Never'
In Billing Care, create an account on January 1, purchase above monthly cycle forward charge offer
Change pin_virtual_time to February 1, execute billing
On February 1, suspend/inactivate the service, the charge offer will become inactive
Change pin_virtual_time to March 1, execute billing
In PS7:
- Expected result: monthly cycle forward charge will be applied
- Actual result: monthly cycle forward charge is not applied. This is the issue.
In PS3:
- Expected result: monthly cycle forward charge will be applied
- Actual result: monthly cycle forward charge is applied
