Symptoms
ACTUAL BEHAVIOR
---------------
When a Project is exported (as XER) with blank PROJWBS.Proj_Node_Flag values those WBSs rows are added as Projects (rather than WBSs) and display with WBS icons on the Projects.
EXPECTED BEHAVIOR
------------------
If blank values exist for Proj_Node_Flag (in the XER) those rows should (by default) import as WBSs and not as Projects.
