On : 2.5.0.2.0 version, MICC Transfer to TSC

ACTUAL BEHAVIOR
---------------
WorkAgenda is not displaying the correct state for an event if it had multiple crews assigned and one crew was released.

Customer uses two-step dispatch for mobile.
If two crews are on an event and the first crew is in the DSP state and the second crew is ONS. When the ONS crew is released, instead of the event going to DSP. The event is going to ASN instead, but the crew actions still shows DSP for the crew.

The state in Workagenda should match the status of the remaining crew.


The issue can be reproduced at will with the following steps on a system with a mobile adapter:
1. Enable configuration rule 'twoStepCrewAssignment'.
2. Create an event.
3. Assign and dispatch a crew to the event. The event goes into SNT state.
4. Place another crew en-route to the event. The event goes into ENR state.
5. Release the en-route crew from the event.

Expected result: The event transitions into SNT (dispatched) state.
