Additional Repricing Entities Are Getting Created Incase Membership Events Updated

Symptoms
On RMB v4.0.0.0.0, Extra Audit event are getting created in case of Membership Characteristics updates.
Initial records-Repricing and Audit event, it shows the records in corresponding DB tables accordingly.
After running RECP1, it updates the Batch run info as well for existing records.
However once updating RDC char (Characteristic Value from 1 to 3 with Effective Date as 04/01/2023), Repricing and Audit event record show 2 more new records.
After Membership update with any change in membership, Repricing records are getting created from membership start date.
ACTUAL BEHAVIOR

Additional Repricing entities are getting created in case of Membership Update events.
EXPECTED BEHAVIOR
---------------------------------
No additional repricing entity should be created with Membership start date for each membership update event.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install new Membership
2. Create billable charges using Repricing Batch (REPC1,REPC2,FIBCR)
3. Now update one of the Membership's Pricing Rule Eligibility char
