Symptoms

In RMS, Purged transfers are getting stuck in RMS RIB hospital table with the following error



Steps To Reproduce:
1) Run tsfprg batch when there are transfers to be purged.
2) Check in rib_message_failure, all transfer messages can be seen in the rib hospital with error "Cannot find transfer head for transfer no being published: transfer no XXXXXX." or "Publication is incomplete."
