Agile 9.3.6 File Manager Is Not Starting Error: "Uncaught exception thrown.The server sent HTTP status code 404: Not Found" (Doc ID 2954601.1)

Symptoms

When attempting to start File Manager Server the following error occurs.

 *** File Manager Initialization failed ***
Reason :Uncaught exception thrown.The server sent HTTP status code 404: Not Found

 The failure could be attributed to:
1. The Application Server is currently Unavailable
2. File Manager is not configured correctly - [Admin -> Server Settings -> Locations ->
  -> File Manager Internal Locator] must EXACTLY match the above-mentioned File Manager URL
3. File Manager Entry has been DISABLED or the setting is incorrectly specified
4. ifsuser username/password may not be correct.

STEPS

The issue can be reproduced at will with the following steps:
1. Agile PLM 9.3.6
2. Start Application server.
3. Try to start File manager.
4. File Manager is not starting and shows the below errors in [Agile home]\Filemanager\logs\catalina_log.

Reason :Uncaught exception thrown.The server sent HTTP status code 404: Not Found
