WLKO v4.0.6 not actioning OSMCN Domain

Problem Description
---------------------------------------------------
After upgrading our openshift cluster to k8s v 1.25, we proceeded to upgrade WLKO to to v4.0.6 as per the OSMCN Copiability matrix to support k8s v1.25.
Since the upgrade, when deploying the OSMCN helm chart, the Operator does nothing. The Domain does not get deployed, no introspector job gets created and not relevant logs gets added to the webhook and operator pods.
