Different Usage Event from Same Service Is Pointing to Same Item (Doc ID 2957750.1)

Goal

One user has the below configuration and expects that usage from each event to create a separate /item/usage.

From the /config/item_tags:
0 PIN_FLD_ITEM_TAGS ARRAY [41] allocated 20, used 3
1     PIN_FLD_EVENT_TYPE STR [0] "/event/activity/usage/ach"
1     PIN_FLD_ITEM_TAG STR [0] "billpay_usage_ach"
1     PIN_FLD_SERVICE_TYPE STR [0] "/service/XXXXX/XX/billpay"
0 PIN_FLD_ITEM_TAGS ARRAY [42] allocated 20, used 3
1     PIN_FLD_EVENT_TYPE STR [0] "/event/activity/usage/check"
1     PIN_FLD_ITEM_TAG STR [0] "billpay_usage_check"
1     PIN_FLD_SERVICE_TYPE STR [0] "/service/XXXXX/XX/billpay"

From /config/item_types:

But both the usages from different items are pointing to the same item.

The user needs cumulative item for each event and each event should point to its own /item/usage.
e.g.:
/event/activity/usage/ach 343399471597589074 ---> /item/usage 1234
/event/activity/usage/check 343258734109232595 ----> /item/usage 5678
And both are pointing to same service /service/XXXXX/XX/billpay

Is there a way to create separate /item/usage for each event?
