ECE Offloading Feature is Not Federating the Data From the Persistence. (Doc ID 2957990.1)

Elastic Charging Engine(ECE) Offloading feature is not federating the data from the persistence database(DB) incase offload feature is enabled.

1. Setup ECE in Active-Active HA-DR mode. (High availability - Disaster Recovery)
2. Configure ECE to offload the customer base to a certain number (X)
3. Bring site1 to usage processing by loading X+Y number of customer. Only X number of customers will be in the cache and the rest will be offloaded to persistence DB.
4. Start Site2.
5. Start federation from site1 to site2. in this case only X customer will be federated not the X+Y.

Improvement is needed around that area. Expectation is federation should fetch all customer base from the persistence DB also incase offload feature is enabled.
