PDT - Change Person Linked To Account, Error In Start/Stop (Doc ID 2958802.1)

Symptoms

On : 2.6.0.1.0 version, MICC Transfer to TSC

ACTUAL BEHAVIOR
---------------
PDT - Change Person linked to Account, error in Start/Stop

Steps:
1. The old person (Person A) did the Start/Stop.
2. Person A has SS Contact records.
3. Remove Person A from the account.
4. Add Person B to the account. Person B has a Person Contact the same as Person A's SS Contact (same contact type and number).
5. Activate/Stop an SA.
- Error raised: Person Contact exists for the same Person, Person Contact Type and Contact Information. Please enter a different value. (3, 76005)
- In Production, when we see this error, the SAACT To Do is for the new Person linked to the Account.

This was replicated in a non-Prod environment. Please see attached document for screenshots.
