ACTUAL BEHAVIOR --------------- Partial Restoration table has alarm idx values as zero
Partial restoration table captures the device handle values as zero for outage events.
EXPECTED BEHAVIOR ----------------------- DEVICE handle should not be null in PARTIAl_RESTORATIONS
