Suggested Start Date On Planned Orders Is Not As Expected - Is Lead Time Lot Size Considered For Planning?

Goal
The planned order for a make item, the suggested start dates are not as expected.
Two planned orders for same item, same quantity - The suggested due date for both planned orders are different.
One planned order has a suggested due date on 10-OCT-2023 and other is on 18-FEB-2024.
But both the planned order are suggested to start on sysdate - 01-Jul-2023.
NAV: Advanced Supply Chain Planner (R) /Supply Chain Plan / Workbench - Query Item in Supply/Demand view
Based on the item routing the Fixed Lead Time +Variable Lead time * Quantity / Lead Time Lot Size .. both orders is not required to start on 01-Jul-2023.
Key Item lead time setups are:
Fixed 0.083333
Variable 0.083678
Lead Time Lot Size - 1000
When jobs are manually created in WIP - WIP dates are as expected.
NAV: WIP /Discrete Jobs / Discrete jobs - Enter a new job with Item, Quantity and Completion date, then save, then check Start Date
Order #1 - 10-OCT-2023 - has start date 01-OCT
Order #2 - 18-FEB-2024 - has start date 09-FEB
It appears that Planning does not consider the Lead Time Lot Size.
