Goal

PriceTags are not being used by ECE during rating.

Steps to reproduce:
1. Configure Discount Offer in PDC with Price Tags
2. Purchase Discount Offer with Override for Price Tag
3. Check ECE cache for the Override value on the Price Tag
4. Run Usage

Result: Default catalog value is picked up not the overridden value
