Bounce Back Error Message Should Be "Over Quota" And Not "Message Too Large"

Symptoms
As a test, a user's mail quota was set to 0M.
When another user sends an email to this user, the sender receives a bounce back email indicating an error of "Message too large."
In this scenario, the expectation is that the error in the bounce back email should state "Over quota" and not "Message too large".
