xmsAgent Reports No Free SLEE Dialogs (Doc ID 2961126.1)

Symptoms

On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C or 3C) up and and including 12.0.6.0, xmsAgent can incorrectly report that there are no more dialogs even after a Service Logic Execution Environment (SLEE) restart:

WARNING: (<IP ADDR>-><IP ADDR>) Failed to proxy message to MMX: bind_transceiver status: 0x00000000 seq: 1
CRITICAL: No more dialogs, unable to create connection

The xmsAgent process only uses SLEE dialogs to communicate with xmsTrigger.
