Can User Create a New Support Ability Set Without Admin Rights? (Doc ID 2961611.1)

Goal

We are working on creating a new AD group that would be able to see all transaction just like an administrator.
We have created the new support group, we added in the Manage Entities in the administrator console.
We created a new ability set called Support and assigned it to that new group.
When we do that, the users that are part of that group can not see all the transactions, but when we remove the support ability set and add the Adminstrator Ability Set then they can see all the transactions.
Can we create a new ability set that would let users in the support group see all the transactions just like an administrator without using the administrator ability set?
