On Oracle Communications Pricing Design Center (PDC) 12.0.0.3.0 version, Transformation for PDC
Product and Deal cannot be transformed to BRM

The issue can be reproduced at will with the following steps:
1. Create/Modify a charge offer via PDCUI
2. Submit the changset from PDC
3. Verify if the Changeset is published or remaining in pending status
4. Check the RRETransformation logs and verify if it reports the above Error
