User Maintenance Edit Screen Gets Stuck for Expired User and Encounter Error java.sql.SQLDataException ORA-01843: not a valid month (Doc ID 2962925.1)

Symptoms

On OFSAA 8.0.7.5, while trying to edit specific expired user A from User Maintenance screen, it hangs with spinning icon.

See the following error from $FIC_HOME/logs/SMSService.log

java.sql.SQLDataException: ORA-01843: not a valid month

The format for D_LASTLOGGED_DATE:
to_char(to_date(d_lastlogged_date,'MM/DD/YYYY HH12:MI:SS AM'), 'MM/DD/YYYY HH24:MI:SS AM') as d_lastlogged_date


STEPS TO REPRODUCE

1. Login to OFSAA as your SYSADMN user.
2. Navigate to User Maintenance screen.
3. Search for the expired user, select it and click Edit.
4. See the new edit screen shows hanging with spinning icon.
