After Running GAP Collector, Creating a New Redline BOM Shows Unexpected Value In the Ref Des Field

Symptoms
Ref Des (reference designators) which was not added by the user shows in Redline BOM tab after new Redline BOM is added.
The issue can be reproduced with the following steps:
- Log into Web Client, and create Engineering Change Order (ECO) against the item.
- Go to Affected Items tab, and redline BOM and add a new BOM item.
- See the value shows up in Ref Des field even though the user did not enter Ref Des information.
Can see many row count returns when logging into sqlplus as agile database user and running below sql to check for REFDESIG table rows containing invalid BOM.ID in the BOM field:
