In User Maintenance screen the User Not Coming Under User Group Authorization

user - user group map details are not coming under user group authorization
1.Login to the SYSADMN user
2.Go User - User Group Map in the Identity management then select any one user.
3.Try to map any one User Groups and then login to SYSAUTH user and authorize it.
4. unmap the same user and authorize it.
5. Try to map the same User Groups second time.
6. In User Group Authorization it doesn't appear the User - User Group Map.
