Blocking Sessions In Ribaq Sessions (Doc ID 2964744.1)

Goal

User is seeing blocking sessions on the ribaq sessions. On checking, it is encountering a row lock contention on another ribaq inactive session which has a wait event of "SQL*Net message from the client".
