Meaningless "Network Rehome Process Failed" Error Details (Doc ID 2965047.1)

Symptoms

User received a "Network Rehome Process Failed" error that which made no sense and had to be interpreted for them. This type of error should be not be displayed to an application user and it needs to be more user friendly. Fix the error message to display the EXCHANGE_CARRIER_CIRCUIT_ID and order number, instead of the internal database document number and CIRCUIT_DESIGN_ID. Additionally, provide the user with a better explanation like "circuit already exists on network systems" or something similar. Below is the error message displayed to the user in the Network Rehome window.
