Injector Price Changes Getting Error Item_locs_in_price_event_are_locked And Stuck Conflict Check

Symptoms
Injector price changes are getting error item_locs_in_price_event_are_locked without other events to justify it.
After attempting to reprocess, they are sometimes processed entirely without problems, other times partially and other times fail completely again.
Issue is mostly verified with several dozens or hundreds of price changes.
Usually around half are processed, and the remaining half is not processed staying part in worksheet status in RPM_PRICE_CHANGE (with item_locs_in_price_event_are_locked error) and part in conflict checking, despite injector job having finished.
The issue seems to be happening just for prices changes at zone level when the respective zone is base and has secondary zones associated.
